Where does justice begin?/ Between Gog's speeches and the bullets on the ground, who protects the policeman?

While the Minister of Justice, Toni Gogu, declared that justice does not begin in the courtroom, but in the auditoriums of the School of Magistrates, Albania was facing another tragic event that called into question the functioning of institutions and the safety of those who have the duty to enforce the law.

On the same day that the government was promoting the successes of the justice reform and talking about consolidating institutions, a police officer lost his life during an operation in Korça, while another was seriously injured.

The event brings back into focus not only public safety, but also the conditions in which the State Police works, the organization of operations, and responsibility for failures that cost people's lives.

"Justice begins in the auditorium"

At the Closing Conference of the Twinning Project for Strengthening the School of Magistrates, Minister Toni Gogu argued that justice reform has entered a new stage.

According to him, after the establishment of new institutions, the challenge now is to create a professional and ethical culture that will guarantee the functioning of the system.

"Where does justice begin? Many would say in the courtroom. Others in the Constitution. But justice begins much earlier: in the auditorium where the future judge is formed and in the classroom where the future prosecutor is trained ," the minister declared.

Gogu linked this process to Albania's advancement on the European path and to the assessments received from international partners for the progress of justice reform.

When the state loses a top official

The murder of officer Enea Mekolli, during an operation to capture a wanted person, shocked the country and raised a number of questions.

How was the operation organized?

Was the level of danger of the person being sought assessed?

Why were officers involved in the operation who were not the most appropriate structure for neutralizing a high-risk person?

These questions dominated the debate in Parliament today, where the opposition demanded accountability from the Minister of Interior, Besfort Lamallari.

Lamallari leaves the Parliament

Instead of responding to the criticism and questions from MPs, the Interior Minister chose to leave the parliamentary session.

Lamallari argued that he was closely monitoring the condition of the injured officer and that he should have been close to the police and medical structures.

“Po komunikoja me drejtorin e Policisë së Shtetit dhe më njoftoi se polici është jashtë rrezikut për jetën. Do të merren masat dhe do të hetohet e gjithë ngjarja. Doja të isha këtu i pranishëm në respektin tuaj, por më mirë po largohem që të jem atje”, tha ai.

Megjithatë, opozita e interpretoi largimin si shmangie të llogaridhënies politike për një ngjarje që i ka kushtuar jetën një efektivi policie.

Debati për kushtet e Policisë

Ngjarja riktheu në vëmendje një problem të hershëm: kushtet në të cilat punojnë efektivët e Policisë së Shtetit.

Vdekja e Enea Mekollit nuk shihet vetëm si një akt kriminal i një personi të armatosur, por edhe si një rast që duhet të analizojë nëse shteti po i mbron mjaftueshëm ata që mbrojnë qytetarët.

Pikërisht këtu lind kontrasti me deklaratat e ministrit Gogu për forcimin e institucioneve. Sepse besimi te shteti nuk ndërtohet vetëm me gjyqtarë dhe prokurorë të mirëtrajnuar, por edhe me policë të mbrojtur, të pajisur dhe të mbështetur në terren.

Pas ngjarjes, drejtori i Policisë së Shtetit, Skënder Hita, vizitoi në Spitalin e Traumës efektivin e plagosur Edison Adri, raporton Politiko.al.

Në një deklaratë publike, Hita e cilësoi humbjen e Enea Mekollit si një plagë të rëndë për Policinë e Shtetit.

“Humbëm një koleg të mrekullueshëm, një baba, një familjar të përkushtuar dhe Policia e Shtetit humbi shërbëtorin e saj në shërbim të qytetarëve”, tha ai.

Kryepolici bëri të ditur se autori i dyshuar, Violand Braçellari, ndodhet i plagosur dhe i arrestuar, ndërsa theksoi se kanë nisur hetimet si nga Prokuroria e Korçës ashtu edhe nga strukturat e Standardeve Profesionale.

Opozita kërkon përgjegjësi politike

Kreu i Grupit Parlamentar të PD-së, Gazment Bardhi, dënoi ngjarjen dhe kërkoi që autori të marrë dënimin maksimal.

Por përtej dënimit të autorit, opozita po kërkon të hapet një debat më i gjerë për përgjegjësitë institucionale.

Sipas saj, tragjedia nuk mund të reduktohet vetëm në një akt individual kriminal, por duhet të shërbejë për të analizuar nëse strukturat shtetërore funksionuan siç duhet dhe nëse efektivët u ekspozuan ndaj një rreziku që mund të ishte menaxhuar ndryshe.
