Albanian Development Bank far from development!

As I read that the Development Bank, which is headed by an Italian, has opened a tender of 315 million lek, which is not related to the purchase of any advanced technology but to the drafting of basic documents for the functioning of the bank: strategy, operational organization, I thought about development.
"Sustainable development is that which meets the needs of the present without compromising the ability of future generations to meet their own needs."
This formulation is somewhat vague as it does not give any indication of the development path, but it is liked by everyone, so it became the most used definition in the world for development.
Albania is classified as a developing country, a classification that is hopeful, but which is silently atrophying us. The moment we accept that we are a "developing" country, we accept that we have a clear path, a precise model of how Albania should be, and that we are moving towards it.
Well, Italy is a developed country, and as if to show that we are on the right track, Prime Minister Rama, with his characteristic optimism, informed us "that the project for the creation of the Albanian Development Bank has been finalized in cooperation with the Italian bank Cassa Depositi e Prestiti". The government appointed an Italian director of the Bank, who subsequently decided to buy for more than 3.3 million euros every strategy, regulation or operational knowledge, without the slightest doubt in Italy.
In short, Albania today has a development bank but it is not Albanians who are building it. An Italian or a few will build it for us, of course against payment because in capitalism there is no free lunch.
Albanian financiers, even the best educated and experienced ones who are not lacking either in Albania or in the world (do some research in the diaspora), will have to look for work at Pedrazzi. Anyone who agrees to be employed will have to implement the regulations written in Pedrazzi's Italy. Well, Albanians will only be used to store information and repeat it. They will follow the instructions that are being bought for 3.3 million euros and wait for the next command.
When people are able to memorize a task, but remain incapable of mastering it, initiative dies and survival is mastered.
This approach is the enemy of development!
So no matter how much money is spent, we will have another bank but I am sure (write it down somewhere) without any connection to development. Not because Pedrazzi is incompetent, not because the Albanians who will work under his leadership are incompetent, or that the strategy or regulations that will be written in Italy will be bad, but because the development of Albania is the work of Albanians, and no foreigner can import it.
This is the biggest problem in the vision of the ruling elite. A vision that has turned Albanians into mere residents of this country instead of its developers.
